This is an invitation only colloquium jointly hosted by a consortium of universities and institutes and led by Chris Evans (UNSW Sydney), Binh Tran-Nam (UNSW Sydney), Kerrie Sadiq (Queensland University of Technology), Sabina Hodzic (University of Rijeka) and Vjekoslav Bratic (Institute of Public Finance, Zagreb).
Overview
Fifty years ago, it was noted that “to say one is in favour of tax simplification is tantamount to stating that one is in favour of good as opposed to evil.” (Cohen, M., Stikeman, H., and Brown, R., “Tax Simplification,” paper presented at the 27th Tax Conference, Canadian Tax Foundation, Quebec, 10-12 November 1975, p.7)
Modern tax laws, along with their design, implementation, and administration, are anything but simple. Both anecdotal and empirical evidence highlight the complexity of contemporary tax systems and the significant compliance burdens they impose. Addressing these burdens has long been a crucial concern for those involved in tax policy and administration, impacting businesses and non-business taxpayers alike.
This two-day colloquium will feature a series of insightful papers that delve into the issues of tax complexity and strategies for managing them from domestic and international perspectives. A key focus will be on how the increasing digitalization of business and society influences and is influenced by tax processes that affect compliance burdens.
The OECD has recently observed that as “economies increasingly digitalize, individuals and businesses are changing the way they work, how they buy and sell goods and services, and how they store records and information“. The ultimate goal of digital transformation in tax processes – including policy making, law design, legislative drafting, and administration – is to make taxation easier and less costly for taxpayers in this digital age. This colloquium will critically examine this objective.
