International best practice in learning to drive

This project will provide best practice, evidence-based recommendations as to whether any changes are required to Ireland’s learning to drive process. The research tasks include:

  1. A literature review on the effectiveness of the learning to drive process (e.g., Graduated Driver Licensing, theory test, supervised driving, mandatory driving lessons, hazard perception tests etc.).
  2. Detailed case studies of five countries in relation to their approaches to the learning to drive process.
  3. Administering a survey to CIECA members (CIECA are the International Commission for Driver Testing, with members in 39 countries worldwide) on the learning to drive processes in place in their respective countries.
  4. Detailed recommendations (in light of 1-3 above) that highlight any ‘gaps’ in Ireland’s learning to drive process, and/or areas for improvement.
