Background Andrew Garwood-Gowers was educated at Cambridge University and the University of Queensland. His principal research interests lie in Public International Law and International Relations, with a specific focus on international security. Andrew has published widely on the law governing the use of military force and on the 'responsibility to protect' (R2P) concept.
