All nations that are signatories to the Convention on the Rights of Persons with Disability (CRPD; United Nations, 2006) must ensure the “right of persons with disabilities to education through an inclusive education system at all levels … and for all students, including persons with disabilities, without discrimination and on equal terms with others” (United Nations, 2016, para 8).

An inclusive education system at all levels can be achieved through systemic inclusive education reform. Such reform requires strong leadership that cascades throughout all levels of an education system and into the epicentre for inclusion: the classroom.

 

 

The project

The Leading Inclusive Education Reform project was collaboratively designed with the Central QLD Region Education Leadership Team. The project sought to develop the capability of system, school, and middle leaders in the Department of Education Central Queensland Region to lead implementation of inclusive education in their contexts.

Research questions

This research addresses one overarching research question:

What changes in knowledge, beliefs, and understanding are achieved when regional leaders, principals, regional support staff, and middle leaders engage in a program of learning focused on inclusion and inclusive school leadership?
